Summary of Communication
I noted the following in my response: DPH’s 24-482DPH-OFCDI-B-40159 bid was a solicitation whose resulting contract will be subject to federal reimbursement and is, therefore, excluded from BEP participation (per Section 30 ILCS 575/2(a)(5)). CPO-GS’s 24-510CPOGS-CPOGS-B-42225 bid is a cooperative-led participation notice. Cooperative-led participations occur when an Illinois agency wants to participate in a cooperative solicitation and use the resulting contract with the cooperative-awarded vendor(s). Cooperative participation is the preferred cooperative-led joint purchasing method because it allows CPO-GS to post notice of the cooperative solicitation to Illinois vendors, giving them better notice of the cooperative opportunity. The BidBuy notice you’ve attached is just the participation notice notifying you that this opportunity for you to bid exists with the MMCAP Infuse cooperative. Eventually, when an agency transfers CPO-GS’s participation to itself to execute an agreement with an MMCAP Infuse cooperative winning vendor, it will work with CPO-GS and CEI to determine whether a goal should be assigned to the resulting contract.
