Per AFSCME Council 31 and CMS agreement, registration for the Upward Mobility Program is suspended. Due to staffing and significant increases in interest, enrollment and participation, the Upward Mobility Program is not accepting registrations at this time. Information regarding registration will be posted to the UMP website in the coming months, please check back for further updates. Employees who registered on or before November 30, 2025 will be contacted for counseling.

Employees who already meet the required education and/or experience for UMP credential and dual titles may submit an UMP Promotional Application, UMP100B, and are not required to register. The UMP100B application, available titles and descriptions, and complete instructions can be found on the UMP website .
