Registration for the Upward Mobility Program is suspended from December 1, 2025 to February 28, 2026 per AFSCME Local 31 and CMS agreement. New and renewal registrations will not be available until March 1, 2026. Employees who registered on or before November 30, 2025 will be contacted for counseling.
(Employees who already have a bachelor’s or master’s degree, can submit, prior to registration, an UMP Promotional Application, UMP100B, for any dual or credential UMP target titles for which you think you are qualified. Copies of official transcripts must accompany your application. Submit by email to CMS.UMP100@Illinois.gov . Links to the UMP100B and Targeted Job Title Descriptions and requirements can be found on the UMP website .
